I use google's Picasa to do the mosaics. It is a free download peice of software. I do find it a bit chunky and it slows my machine down alot when it is running. But it has a lot of photo editing stuff you can use. I don't use Flickr, but I think you can make photo mosaics that way also. I love doing them, it is kind of a bit like patchwork with out the sewing.
